No I think he refers to the French having slightly higher education 
standards than the average Australian and understanding what it takes to 
have a viable civil society i.e. not just for the well off or the well 
connected.

Contrast the behaviour of French students when the government recently
tried 
to lower the standard minimum wage as opposed to the complete apathy that 
met Howards' assault on the last 50 years of industrial relations.

We eventually voted him out of office... but about 2 elections too late
and 
then only after scandal after scandal, any one of which would have spelt
the 
end of any european government.
