Geoff Emerick's book (he was 2nd engineer/tape op on that session) says
that it was indeed Ringo slapping his legs.
I'm sure that others will be better at explaining the probable reasons,
but several of the "quiet ballads" sung by Paul before that were
recorded with only quiet percussion, e.g. "Till There Was You," "And I
Love Her" as released, etc. Paul's choice, I suppose.
