Tuning a hammered dulcimer (beginner's question)

I recently purchased a used Songbird 13/12 hammered dulcimer, the 
Meadowlark version, and I'm having a terrible time tuning it.  When I 
get all the strings in tune (or as close as I can manage) there's an 
unpleasant discord between notes, but I do not remember this being the 
case when I first got it.  Somehow the previous owner was making it 
sound nice all by itself, as in a simple scale up the treble strings 
wouldn't hurt the ears.  Each note sounds nice and in tune on its own, 
and my chromatic tuner confirms this, but if I play any few notes 
together the whole instrument starts making a lot of unpleasant ringing.

If someone has a guide to tuning a stringed instrument properly (instead 
of the "get single notes in tune" kind) or would be able to explain the 
way to do it, and this person also shared such information, I'd be 
extremely happy.  I could even get back to stumbling my way through 
"Grandfather's Clock" without dissonance splitting my synapses.
