Uninstall and install will likely repair any problem you might be having 
but the program will want to update itself after you do so.  That said, 
you might as well download and install the newest version of Itunes.
The reason many folks went to the "I don't trust updates" way of 
thinking probably has some merit, but these days I've made use of most 
every update Windows offers and all that major software providers like 
Apple provide.
The speed question likely has to do with your PC, the amount of RAM and 
the processor are responsible for the speed at which things happen(or 
don't).
