In a key signature with a number of sharps:

the 1st sharp makes F into F#
the 2nd sharp makes C into C#

It tells you how many sharps or flats are in the key signature
corresponding 
to the major key listed in col 1 (but it doesn't tell you to which notes 
they apply - see above).

That page does NOT give a good impression of what minor keys are about. 
The 
scale you generate from their procedure is the natural minor scale, and it

seems to have nothing about variable 6th and 7th degrees in a minor key. 
Very few pieces in Aminor will stick to the notes ABCDEFGA of the natural 
minor scale.  G# and F#  (also diatonic to A minor) will also be crucially

im****tant.    (This is just one example of how getting hung up on certain 
*scales* may be musically very misleading.)
