As a response to the email I got, I gave the example
   http://www.maqamworld.com/maqamat/sikah.html#iraq
which has a couple of maqams which do not even have a perfect 5th above 
the finalis. This question came up, because in the Persian dastgah-e 
Segah, which is the same in this respect, some wanted to change the 
position of the finalis, which they called "tonic" implying a harmonic 
center", to position where the fifth scale indeed is a perfect 5th.
