Elliott Carter's Harmony Book

I came across Elliott Carter's Harmony Book yesterday.

Sort of vertical Slonimsky.

Apart from being a source of technical exercises in playing (or
pastiching) Elliott Carter, what are you meant to do with it?
What has anybody else done with it?

(With a bit of luck this might get us off case sensitivity for
Roman numerals...)
