Did anyone else notice how similar this is to our "unnamed" types of +6 
chords?

Db - F - G - B would be French, would it not?

Db - Eb - G - B would be "without a country" in CPP terms.

And, him thinking about it like G+/Db has a certain Tritone Sub ring to
it, 
does it not? It's missing the F though.

Since he's thinking of it as a "V" chord, then the G+/Db seems reasonable 
(and most informative analytically, though it may not be the best symbol 
from a practical standpoint).

Otherwise, if it's a Tritone Sub idea, then Db would be the better name. 
It's Db9 (#11) with no third, isn't it (though the OP's original
suggestion 
with the sus2 makes sense too)?
