Between what scales do you pivot? - It appears in harmonic minor.

Look at
   http://en.wikipedia.org/wiki/Archicembalo
which was nearly a hundred years before WTC essentially tuned in 31-Et 
(within a few cents)
   http://en.wikipedia.org/wiki/31_equal_temperament
And there were a number of such instruments from that period, called 
"chromatic".

I did not imply the pivoting thing - it is in your mind. I only noted 
that dim7 was used long before the emergence of 12-ET.

I think it is possible, by experimenting in 31-ET and checking what 
Beethoven used: in key A, all sharps except for Bb. One way to construct 
it is from A major/minor plus the transpositions a fifth up/down
