I added a comment to the Wikipedia discussion page on "Secondary
Dominants" a couple of days ago. The history section of the article
claims that the concept originates with Piston in 194x but the idea of
a "secondary dominant" doesn't seem much different to Riemann's
"Zwischendominante" and another comment on the discussion page points
to Schoenberg's usage in his Harmonielehre.

It's amazing how many copies of Shephard's 1896 book are still
available.
