I think Ian means we typically "calculate" from the lowest note up, so
that 
the distance from C to E ascending or E to C descending, places C as the 
lower note in each case, and of course both are a Major Third.

Thus the distance between any two notes is the same, regardless of 
direction. However, I think Joey's original question points to the
practical 
aspect of figuring from where you are, to where you're going (as a
harmonic 
or melodic interval), in which direction is (or can be) an im****tant 
consideration.
