If a "scale" is to simply be a representation of the notes that are used
in 
a piece, or it is to represent a significant constructional element, then 
I'd say, a 2 note scale would be the lower limit.

What "scale" was used for Ligeti's piece that was in "Eyes Wide Shut"?

What "mode" was used for the "Dies Irae"?

Seems to be asking similar enough questions and should have similar enough

answers, though obviously we have a "named" set of scales and modes that 
don't cover the entire Gamut (pun intended) of possible scales.

If, on the other hand, a 4 note set is used as a building block - a 
tetrachord from which the remaining chromatic set can be constructed for 
example, I'd not consider that a scale in that usage.
