Danny, you're running into a fallacy that's based on your preconceptions
of 
music.

Check this out:

When you move from A to Bb, you've skipped, I don't know, and infinite 
number of notes. All of the frequencies between 440 and 466 (I'm rounding)

are being skipped.

If you consider the "Chromatic Scale" as scale, then all 7 note scales are

simply subsets and are "gapped" scales.

If your "scale" is simply C-G. Then C and G are adjacent notes.

Now, is that a "step" or a "leap"? In that particular system, it is a
step. 
But, since we generally compare most common scales to the historically 
traditional Chromatic Superset, we consider "steps" to be the two basic 
building blocks of 7 note scales - tones and semitones.

Is a pentatonic scale, from A to C a "step". Yes - IF it's not a subset of

the traditional 7 note scales, which it often is (or often can be 
considered).
