music theory question: how to read chords?

Hello,

Can someone please help me learn how to "read" chords?

If the chords are arranged vertically, as in much of classical music,
I can read the chords.  But if someone is doing, say, a horn riff with
no accompaniment -- how do I sort out the implied chords?  For that
matter, how do I know when there are or aren't chords associated with
a given riff?

It seems that there are at least two difficulties: (1) melodic
material can contain a lot of notes outside of the chord upon which it
is founded; and (2) different hearers might divide a riff at different
places, and perceive different chords thereby.

Whether you respond in terms in music being heard, or sheet music
being viewed, either is fine.
